Are there any emulators that enhance the 2D graphics of old games like Genesis or Snes games? I know that NeoRAGE X
has an edge enhancement thing that makes the games look a little better.

GENS has something called Kreeds engine that makes the graphics clearer (i can't really explain it) making some games look great, and some like a mess. Press F12 a couple of times to activate it.

Graphic filters usually smoothens out the edges of 2d graphics and removes pixelation all together (unlike Anti-aliasing which blurs the pixelation)

Some Graphic filters also take away the positioning lines (though I believe those are only in 3-d games)

O man where u been there's tons...... Eagle , Eagle2x , etc.... u can Z a lot of the filters in arcade emulators(i.e Nebula, MAME).

Where can I get the graphic filters and are they available for snes and genesis too besides them arcade games?

Well i don't know where to get the filters(try to look at MAME's source). Gens(sega cg, sega gen emulator) has filters as well.
PS. I'm not sure but i think Dega has 1 or 2 filters try this link. (http://www.finalburn.com/dega/source.htm).

Most of the emulators that run games have these filters built in. You can not use the filter without the emulator supporting it. As there are a lot emulators, it would take forever to list all the filters available for all the emulators. There's also other options that when enabled make the game look better. So read the readmes included with the emulators very carefully, and look for stuff on configuring graphics and 2x, 2xsai, eagle, biliniear filtering, screen smoothing, mode7, etc. They all have to deal with making the graphics look better. But it will be different on each emulator and each system. It could also have to deal with what size you have the video mode set for... the lower the resolution the crappier the graphics but faster the emulator will run. Just experiment until you find the right combination of filtering and graphics options.

ya on snes there is something i forget where havent been onit in a while that makes it not pixilated and smooth acctually i think its called like tripple buffering or somthin i dont remember

on SNES9X under Display config There is a bunch of filters the one i use is called SuperEagle
