All CPS2 r encrypted the way we emulate them is trough XOR's and that's the files u need... U can get them at http://cps2shock.retrogames.com/

it sounds like you're trying to run the wrong version of the game. Make sure you have the right romset and then run it. Currently most romsets should have the xors included.
