I came across a hacked version of the Impact emulator that works on Windows 2000 and XP from the Chinese emulator site ***Sorry, NO ROM SITE LINKS***
The emulator is in Chinese but it is not too difficult to figure out how it works if you have used Impact before. *Also, if you use your english language plugins, they will still appear in English.
I think this is great because I have missed Impact since moving to Windows 2000 a couple of years ago.
